Angel Alfonso Morales Flores, of Woodbridge, turned himself over to police on Wednesday, July 6, after authorities said he killed David Madison Fowler III at Cheshire Station Plaza on June 14, Prince William County police said.

Fowler, 19, of Woodbridge, and his friend met Morales Flores and several others at 2 p.m. for a drug deal, police said. At some point, Morales Flores pulled a gun and shot Fowler several times in the chest before he jumped in his car and sped away, police said. It's unclear what led to the shooting.

Responders rushed Fowler to a hospital for emergency treatment, but he later died of his injuries.

Officials charged Morales Flores with homicide, using a gun while committing a felony, and a drug conspiracy charge, police said. Authorities were holding him at the Rappahannock Regional Jail without bail, an incident report said.
